Former Executive Director of Projects at the Niger Delta Development Commission (NDDC), Olorogun Samuel Adjogbe, PhD, FNSE, has commended Governor Sheriff Oborevwori following Delta State’s emergence as the second-best-governed state in Nigeria in the 2025 Commonwealth Institute of Advanced and Professional Studies (CIAPS) Governance Performance Index.
According to the 2025 CIAPS Governance Performance Index, Delta State secured a score of 70 per cent to rank second among Nigeria’s 36 states, trailing only Kaduna State, which scored 73 per cent.
Reacting to the report, Adjogbe described the ranking as an objective validation of the administration’s commitment to infrastructure development, public service delivery, accountability and sustainable growth under Governor Oborevwori’s MORE Agenda.
Adjogbe said the recognition reflects years of deliberate investments in critical sectors and demonstrates that good governance is best measured by tangible outcomes rather than political rhetoric.
He noted that the ranking underscores the growing impact of development initiatives being implemented across the state, particularly in infrastructure, healthcare, education and economic empowerment.
“Delta State’s emergence as the second-best governed state in Nigeria is not a coincidence. It is the outcome of purposeful leadership, strategic investments and a commitment to improving the welfare of the people,” Adjogbe said.
“As an engineer and development professional, I understand the importance of planning, execution and accountability. What this ranking shows is that Delta State is recording measurable progress in key sectors that directly affect the lives of citizens.”
The former NDDC projects chief commended Governor Oborevwori for sustaining development projects across the state and ensuring that governance remains focused on delivering practical benefits to communities.
According to him, the state’s impressive performance in the governance index reflects the administration’s ability to translate policies into visible improvements in infrastructure and public services.
“Development is not measured by promises but by results. Across Delta State, there is clear evidence of ongoing investments in roads, bridges, healthcare facilities, schools and other critical infrastructure. These are the indicators that independent organisations assess when evaluating governance performance.”
Adjogbe said the governor’s emphasis on continuity, fiscal discipline and project delivery had contributed significantly to the state’s growing reputation as one of Nigeria’s leading sub-national governments.
He added that the recognition should serve as encouragement for the administration to sustain its developmental momentum while deepening reforms aimed at enhancing transparency, efficiency and citizen participation.
“The CIAPS ranking should inspire all stakeholders to continue supporting policies and programmes that promote sustainable development. When government remains focused on service delivery and the welfare of the people, positive outcomes will naturally follow,” he stated.
Adjogbe further noted that Delta’s strong performance ahead of many prominent states in the federation demonstrates the effectiveness of the administration’s governance model and its commitment to delivering value for public resources.
The 2025 Commonwealth Institute of Advanced and Professional Studies Governance Performance Index assessed governance outcomes and public administration effectiveness across Nigeria’s 36 states, using indicators related to service delivery, accountability, transparency and development performance.
