Hilary Obioma Ibegbulem is a man of many parts, excelling as a philanthropist, politician, and business magnate.

Born into the family of Mr Gilbert Okafor and Mrs Flora Adaubulu Ibegbulem of Ute Okpu community in Ika North East Local Government Area of Delta State, Hilary’s academic journey as a young boy born into a family of a teacher began at Okundaye Primary School, Boji Boji Owa and continued at the famous Ika Grammar School, Boji Boji Owa, where he obtained his WAEC in 1988.

He then proceeded to acquire higher education at the Delta State University, Abraka in 1992, and graduated with a Second Class lower division in Economics in 1997. His academic pursuits further took him to Nnamdi Azikiwe University, Awka, where he earned an MSc in Economics in 2004, a degree he acquired in the early part of his civil service career and later, in his quest for more knowledge, went back to school and earned a PhD in Business Management from Delta State University, Abraka, in 2023.

Not done with education as a holder of a Doctor of Philosophy (PhD), Hilary, in hunger for further education and quest for knowledge, is currently studying Law at Baze University, Abuja.

Hilary’s professional career spans various roles, including Assistant Secretary II in the Delta State Government’s Rural Water Supply and Sanitation Agency (2000), Personal Assistant to the Honourable Commissioner for Water Resources Development and Health (2001-2006), respectively.

In 2007, Hilary took a leave of absence and joined active politics. He was Special Assistant to the Governor of Delta State (2007- 2011), Senior Legislative Aide to the Senator representing Delta North Senatorial District (2011-2015), and Principal Secretary to the Governor of Delta State (2015-2023).

Beyond his impressive academic and professional achievements, Hilary as he’s widely known, is renowned for his philanthropic gestures, dedicating himself to supporting young people and the less privileged. His initiatives focused on education, healthcare, and community empowerment.

His leadership qualities are demonstrated in the various initiatives and tasks he has handled. As the Principal Secretary, he demonstrated the ability to guide and inspire others, facilitate collaboration, and make informed decisions. His leadership skills have not only contributed to his professional success but have also positively influenced the lives of those he has worked with.

Hilary’s commitment to philanthropy and his strong business background make him a truly remarkable and inspiring personality. His ability to balance his workload with a deep dedication to giving back to society is a testament to his compassionate and empathetic nature. His philanthropic efforts include providing educational support, healthcare assistance, and empowering people.

Through his actions, Hilary demonstrates his compassion and commitment to making a positive impact on society. As a multifaceted leader and a devoted family man, Hilary Obioma Ibegbulem is happily married to Nkemdilim Evelyn Ibegbulem, a chartered accountant, and the union is blessed with children.

He is a lover of sports especially gym and football with his favorite English club being Manchester United.

Hilary Obioma Ibegbulem’s gentle inner energy has touched the hearts of many.
