AN OPEN LETTER TO THE NATIONAL CHAIRMAN OF THE PEOPLES DEMOCRATIC PARTY, (PDP) SEN. IYORCHIA AYU
SEVENTH TERM AMBITION OF RT. HON. NICHOLAS EBOMO MUTU (MEMBER REPRESENTING BOMADI/PATANI FEDERAL CONSTITUENCY FROM 1999 -2023. (24 YEARS)
PREAMBLE: RT Hon. Nicholas Mutu was elected under the platform of our great party, the Peoples Democratic Party, PDP, in 1999 to represent the Bomadi/Patani Federal Constituency in Delta State. From 1999 till date he has occupied the seat. He hails from Bomadi Local Government Area, one of the two LGAs making up the Bomadi/Patani Federal Constituency. By June 2023, Hon. Mutu (Bomadi LGA) would have occupied the seat for a record twenty-four years (SIX TERMS) to the exclusion of Patani LGA.
Curiously, he is currently nursing a SEVENTH TERM ambition which is being surreptitiously promoted by some selfish individuals in the state. This move is not only vexatious and despicable but an obsession and greed for political power which is obviously against the PDP’s ZONING formula for elective and appointive positions as enshrined in Chapter 1 subsection 7 paragraph 3 (C) of our Party’s constitution as amended which states inter alia: “Adhering to the policy of the rotation and zoning of party and public elective offices in pursuance of the principle of equity, justice and fairness.”
It is on record, that in 2003, the Party leadership prevailed and allowed Rt. Hon. Nicholas Mutu to do a second term even when he lost the primaries to an indigene of Patani and as loyal Party members, we accepted the decision of the Party. In 2007, a similar scenario played out, but this time, Rt. Hon. Mutu began his shenanigans, horse-trading, intrigues and powerplay. Eventually, he railroaded his way back to the Green Chamber at the expense of Patani LGA after the State PDP machinery also prevailed on leaders from the Federal Constituency. However, to douse political tension, Mutu entered into an accord with Patani LGA to support a candidate from Patani LGA for House of Reps in 2011. However, by 2011, Hon. Mutu reneged on all promises and deployed all means possible to achieve his sinister political motives. But because the people of Patani LGA are peace-loving and believe in the PDP, they agreed to give him one more chance.
In 2015, Rt. Hon. Nicholas Mutu defied all democratic conventions, broke all agreements and foisted himself again on the people because of the seeming advantage he enjoys as then Chairman, House Committee on NDDC, using his influence and vantageous position to manipulate unsuspecting individuals and the people of the Federal constituency. In order not to heat up the polity and for the sake of our great Party, the people of Patani LGA accepted his shenanigans with the hope that by 2019, Patani LGA will produce his successor.
Despite the overwhelming protests against the SIXTH TENURE AMBITION of Rt. Hon. Mutu in 2019 again railroaded himself to the National Assembly at the expense of Patani LGA. Unfortunately, after spending 24 years in the House of Representatives, he is now engaged in subtle moves in cohort with some selfish, unconscionable and power-drunk individuals in the state to return to the Green Chambers at the expense of the people of Patani LGA.
However, taking into cognizance the far-reaching negative political implications of his SEVENTH TERM AMBITION on the PDP and the Federal constituency in the 2023 general elections, Sir, it has become imperative to present to you, the statistics of how the PDP in Delta State has ROTATED THE FEDERAL LEGISLATIVE SEATS in the other FEDERAL CONSTITUENCIES in accordance with Chapter 1 subsection 7 paragraph 3 (C) of the PDP Constitution earlier cited above since the inception of our renascent democracy in 1999.

A careful study of the above analysis shows that PATANI LGA is the ONLY LGA across the state and indeed the federation that is yet to produce a representative at the Federal House of Reps since 1999. This is sheer political exclusion and marginalization despite the huge contributions of Patani LGA to the success of the party since 1999.
It is trite to note that each Federal Constituency in the state is either made up of two state constituencies or more. In the case of Burutu Federal Constituency, Burutu is just one local government but delineated into two constituencies namely Burutu 1 and Burutu 11. The federal seat has rotated between both constituencies.
For Ika Federal constituency, it has two state constituencies and the seat has rotated between both as shown above. For Bomadi/Patani Federal constituency, it has two state constituencies but has never rotated the seat: THE QUESTION IS WHY? Even in Federal constituencies with three or four state constituencies, it has moved round them in line with the Party’s constitution as shown above.
Mr. Chairman, from the statistics presented above, Rt. Hon. Nicholas Mutu representing Bomadi/Patani Federal Constituency since 1999 is the oldest member in the House of Representatives in the country that has never aspired to higher elective political office rather, he has continued to use his wealth to influence, oppress and destabilise the federal constituency. It is imperative to state that there are other politicians who are wealthier than him in the country but never used their resources to subvert the will of their people like is being displayed by him.
We say an EMPHATIC NO to SEVENTH TERM AMBITION and this POLITICAL BRIGANDAGE that is obnoxious and repugnant to natural justice, equity and fairness.
In the light of the foregoing, therefore, it is only politically expedient and reasonable that after waiting for TWENTY-FOUR YEARS for her sister LGA, Bomadi, to take a shot at the National Assembly, Patani LGA being a major stakeholder in the Federal Constituency deserves to produce the next representative in the National Assembly to give it a political sense of belonging and inclusion.
Consequently, Sir, the onus is on you as our NATIONAL CHAIRMAN AND MEMBERS OF THE NATIONAL EXECUTIVE COUNCIL, MEMBERS OF THE NATIONAL WORKING COMMITTEE, the PDP leadership both at the Zone, State and Local government levels to stamp its authority and influence to ensure that Patani LGA produces the successor to Rt. Hon. Nicholas Mutu to further accentuate the policy of zoning enshrined in the Party’s constitution.
We want to state unequivocally that we will vehemently resist any attempt to impose Hon. Nicholas Mutu on us because it negates the popular will of the people and any known democratic standard. If the needful is not done, IT WILL BE CLEAR TO US AND EVERYONE THAT THE CREDIBILITY OF THE PARTY AT ALL LEVELS MAY HAVE BEEN COMPROMISED.
Rt. Hon. Nicholas Mutu should be grateful to the people and the Party for making him what he is today by respecting the wish of the people. This is why the Party must come clean so as to preserve its integrity by courageously urging Nicolas Mutu to forgo his SEVENTH TERM AGENDA because the Bomadi/Patani Federal constituency is not his birthright.
Patani LGA has always been and will always be PDP LGA. We want to reaffirm our commitment to the ideals of the founding fathers of our party and its leadership at all levels!
