Delta State Governor-Elect and Speaker of the State House of Assembly, Rt Hon Sheriff Oborevwori, says an efficient and effective workforce has been and would remain a top priority in any position he finds himself.
Rt Hon Oborevwori stated this while declaring open a 3-day capacity building programme for staff of the Delta State House of Assembly on Grade Level 3 to 10, taking place in Asaba, the state capital.
The Governor-elect and Speaker stated that training and retraining of staff was a policy thrust of the Assembly geared towards building a virile, effective and efficient workforce in the State Legislature.
Oborevwori, represented by the Deputy Speaker, Rt Hon Ochor Christopher Ochor, stated that “Since 2019, we have been faithful to this commitment and God willing, we will sustain it till our last day in office”.
Saying that training and retraining staff is a catalyst for quality service delivery in any organization, Oborevwori stated that the three-day programme was another opportunity for participants to develop their skills and learn the right attitude in the discharge of their duties.
“As we all know, competence and positive attitude in an organization are sine qua non to efficient and effective service delivery. Accordingly, as you commence this capacity-building programme, I enjoin you all to give it the attention it deserves to justify the huge investment in this workshop because, to whom much is given, much is also expected.
“This workshop will not only equip you with new skill sets and be effective in your assigned duties but also create awareness in managing your health and well-being in the office. We are hopeful and expect a higher performance of your duties after this training programme”, Oborevwori stated.
The Governor-elect and Speaker thanked the management team of the Assembly led by the Clerk of the House for their support and quality advice.
In her opening remarks, the Clerk of the Delta State House Assembly, Mrs Lyna Ocholor, said the State Legislature never had it so good, emphasizing that the leadership of the Seventh Assembly has been consistent in capacity building of the workforce.
Mrs Ocholor explained that the theme of the programme, “Standing Out, Making The Right Impact and Securing Our Future”, is apt and would go a long way in enhancing the quality of service delivery in the State Assembly.
She thanked the Speaker, Rt Hon Sheriff Oborevwori and his team for approving the programme to enhance the capacity of the workforce.
The lead facilitator and erudite scholar in legislative matters, Mr John Mutu said every state needs a functioning State Assembly to make progress in all aspects of governance and commended the Delta Assembly for maintaining a leading position in training and retraining of staff.
Mr Mutu said that capacity building would always translate to better service delivery, including oversight functions of the state legislature.
“Delta Assembly has been a very awesome house. I have had the opportunity of working with the 36 state houses of Assembly in Nigeria. Delta stands out. I can only say Delta is competing with Lagos State House of Assembly. In fact, Lagos has to watch it back, otherwise, Delta will overtake before the end of the present Assembly.
“I am proud of the leadership of the house. I am proud of the members of the house. I am proud of the management and staff of the House. As a Deltan, I am proud to be associated with Delta State House of Assembly. The institution has done very well in contributing to the development of the state,” Mutu stated.
He urged the staff to improve their services and support the leadership of the House.
Topic, including “Change and Transition Management, Leveraging the Momentum to Make the Right Decision, Personal Effectiveness and Job Productivity, Promoting Positive Mental Health and Wellbeing at Workplace, Effective Communication in Workplace, Work Ethics and Attitudinal Change as well as Effective Communication Skills and Organizational Team Management would be delivered at the three-day capacity building programme.
