Delta Assembly Advances New Community Corps Agency Bill, Condoles Buhari’s Death

A bill for a law to repeal the Delta State Community Security Corps Agency Law, 2020 and establish an entirely new Delta State Community Corps Agency Law 2025, has passed second reading on the floor of the State House of Assembly.

The lead sponsor of the bill and Member Representing Aniocha South Constituency, in the House, Hon (Dr) Isaac Anwuzia, had last week, sought the leave of the House to re-present the bill for “Fresh” legislative process, after the earlier one had gone through first reading, second reading and public hearing stages.

Hon Anwuzia, while leading debates on the merits of the bill at Wednesday’s plenary, presided over by the Speaker, Rt Hon Emomotimi Dennis Guwor, explained that subjecting the proposed law to fresh legislative fireworks was meant to address gross legislative amendments on the previous bill.

The Lawmaker who is the Chairman, House Committee on Peace and Security, noted that following the perceived anomalies, it became necessary for the House to repeal the existing law, rather than the proposed amendment.

Anwuzia recalled his earlier submissions on the merits of the various provisions of the proposed law, even as he stressed the need for speedy passage of the bill to advance government’s efforts at addressing security concerns in the state.

He emphasized that the government and the people of Delta State earnestly await the enactment of the Community Corps Agency.

This was corroborated by the leader of the House and member representing Aniocha North State Constituency, Hon Emeka Nwaobi who emphasized that enabling law would promote the effectiveness of community policing in the state.

The lawmakers unanimously supported the second reading of the bill, which prompted the Speaker to announced Tuesday, 22 July 2025 date for further legislative consideration on the bill at the committee of the whole.

Meanwhile, the Speaker, Delta State House of Assembly, Rt Hon. Emomotimi Guwor has on behalf of the State Legislature, condoled the Government and Nigerians over the demise of former President Muhammad Buhari on Sunday, 13 July 2025.

The Speaker at plenary, particularly expressed his condolences to the immediate family of the late President, the Daura emirate and the people of Kastina state on the sad development.

Rt Hon Guwor who is the National Treasurer, Conference of Speakers of State Houses of Assembly in Nigeria, eulogized the sterling qualities of the deceased late President, stating that his contributions to the growth and development of the country cannot be forgotten.

He stated that the deceased immediate past President, retired General Muhammadu Buhari was a father of the nation, and called for the a minute silence in his honour.

Also at Wednesday’s plenary, Chairman House Committee on Education, Hon. Charles Emetulu presented the report of the committee on the Delta State Colleges of Education Bill, 2025.

The proposed bill amongst other things seeks to create a comprehensive legal framework for the State Colleges of Education to implement the dual mode of the institutions to operate degrees, NCE and diploma programs in Education.
