Guwor Pledges Stronger Welfare, Continuous Training for Delta Assembly Staff

The Speaker of the Delta State House of Assembly, Rt. Hon. Emomotimi Dennis Guwor, has assured management and staff of the State Legislature of sustained commitment to their welfare as a critical driver of productivity and legislative excellence.

Rt. Hon. Guwor gave the assurance in his office at the Assembly Complex in Asaba during a strategic engagement with top management staff of the House, led by the Clerk, Mr Otto Aghoghophia, as part of the work plan for the new year 2026.

According to the Speaker, the leadership of the 8th Assembly recognises the indispensable role of members of staff in the success and stability of the legislature, assuring that it will continue to prioritise their welfare.

“The workforce remains the backbone of the legislature. As leaders, we are fully aware that the success story of the Delta State House of Assembly is incomplete without the dedication and professionalism of our staff,” Guwor said.

The Speaker emphasised that the House, under his leadership, would not rest on its oars in creating enabling platforms for continuous training and retraining of staff, noting that capacity building remains key to improving service delivery and institutional growth.

“We are committed to building a dynamic, knowledgeable, and motivated workforce. Continuous training and retraining of staff will remain a priority as we work towards positioning the Delta State Legislature on the path of consistent growth and excellence,” the Speaker added.

Rt. Hon. Guwor further assured that issues raised by the Clerk concerning staff welfare would receive due attention, stressing that the leadership of the Assembly remains open to constructive engagement aimed at improving working conditions in the Assembly.

“Be assured that all genuine concerns brought before us will be carefully examined and addressed in due course, in line with available resources and extant regulations,” he stated.

The Clerk of the House, Barr. Otto Aghoghophia, expressed appreciation on behalf of the management team and the entire workforce of the Assembly and the Assembly Service Commission for the goodwill and support they have enjoyed since the inauguration of the 8th Assembly.

“Your leadership is top-notch. I thank you on behalf of all staff for the benevolence, cooperation, and support we have continued to enjoy under your watch,” Aghoghophia said.

The Clerk specifically commended Rt. Hon. Guwor and the State Governor, Rt. Hon. Sheriff Oborevwori, for the approval and implementation of the Consolidated Legislative Salary Structure (CONLESS), described the development as a landmark achievement that has significantly improved staff morale.

“The approval and implementation of CONLESS, alongside the consistent training and retraining opportunities, have greatly boosted the confidence and commitment of staff,” the Clerk noted.

Mr Aghoghophia, however, appealed to the Speaker to give favourable consideration to the long-standing request for the implementation of housing and car loan schemes for Assembly staff, as well as improvements in the monthly imprest to enhance operational efficiency.

He expressed confidence that under the leadership of Rt Hon Guwor, staff welfare issues would continue to receive the attention they deserve.

“What staff needs is welfare, and your leadership has been on top of it. I want to assure you that all the staff of the State Legislature are happy with your leadership and will continue to support you to achieve more. You are indeed a Child of Destiny,” the Clerk declared.
