Ex-president of NAPASW writes new Presidential Amnesty Programme boss; backs call for removal of Head of Reintegration

Open letter to Major General Barry Ndiomu

Once again sir, I send my heart felt felicitations on your emergence as the interim Administrator of the Presidential Amnesty programme.

I strongly believe your emergence is well deserved, and also certain you will provide the necessary change needed for the development of the Niger Delta region.

More so, I believe your administration will sincerely carry along the youths of the region irrespective of language, culture, tribe and political sentiments. With this in mind large part of the student community under the scholarship scheme of the amnesty program are ready to work with you in the hope of ensuring the region remains peaceful and best place to do business.

However, we also share the sentiment and call for the removal of the Head of Reintegration, Mr Alfred Kemepado whom in the course of holding the position of the Head of Reintegration has become egoistic, prideful and power drunk resulting to him making more enemies than allies.

Under the dictatorial approach of Alfred the rule of law engaging every democratic position was not duly followed, hence the following are the numerous flaws of the present Head of Reintegration that needs to be corrected in your administration.

1. Students in-training allowances where seized for no reason. On this note, one of the student beneficiary by name Amonighoseye Silver was deprived of his payment because he demanded justice for payment of allowance that lasted for three years.

2. Mr Alfred caused disunity between major stakeholders of the Presidential Amnesty Program from the Niger Delta Region thereby disrupting the healthy relationship enjoyed between both parties which have eventually affected the office direly.

3. Due to greed, respect for bureaucratic functions was ignored as Alfred can be seen forcefully performing the duties of other designated officials all in the task to get all benefits for himself.

4. The power of been a Head of Reintegration create room for Mr Alfred to participate in hidden bribery scandal, whereby contractors with the bid of empowering youths must have to pay back a quota before they can be allowed to get their payment for job done. Sadly, those who chose not to give bribe was deprived of their payment even though the job is implemented completely.

5. He threatened students with the withdrawal of their scholarships and stopped the stipends of some students just because they openly condemned and criticized the actions of the office Been unimpressed with how the affairs of the office were handled. Just as we all can attest to, criticism is supposed to be part of the system to checkmate and help those at the corridors of power to give in better performances worthy of their top positions. Rather he flexed muscles with innocent helpless students and stopped their payments.

6. Alfred doesn’t want others to grow apart from himself, everyone around him who chose to climb the ladder is considered a threat and pulled down thereby retarding the growth of Niger delta youths.

7. Alfred is a tribalistic bigot.

8. As you the IA, The HOR and other principle position are both from Sagbama LGA in Bayelsa State, which is not ethical as other Niger Deltans needs to be carried along.

While we consider your predecessor a very good man, those whom he trusted and surrounded himself with obviously had sinister motives, the likes of Alfred didn’t want his growth but instead nursing his own personal ambition thereby causing division and chaos in Dikios administration. Due to Alfred’s ill advice to your predecessor.

1. Student learning gadgets were denied.

2. Physical verification exercise was not done.

3. Plotting against the student community through division from selected students using cheap crumbs.

4. Threatening to withdraw Niger Delta students from scholarship for speaking out against injustice.

5. Illegally deploying students without due process.

6. Abandoning medical students in Igbenedion university and University of Africa, Toru-or.

Ordinarily, Dikio is supposed to be celebrated in the streets and crannies of Niger Delta, but the ill actions of Alfred Kemepado and his divisive, unforgiving, and evil tendencies approaches entrapped the good clout of your predecessor to which I call for you not to make the same mistake in bringing such figure in your administration.

Hon Lucky O. Ukueku
Former President
NAPASW
