A high-profile gathering of national leaders, policymakers, and dignitaries will converge in Delta State on June 26, 2025, for the official launch of a biography chronicling the life and legacy of Chief (Dr) Wellington O. Okirika (CON), widely regarded as the architect of the 13% Derivation Fund.

Titled “Mr. 13% Derivation Fund: The Life and Legacy of Chief (Dr) Wellington Okirika CON”, the book documents Chief Okirika’s pivotal role in championing resource control and ensuring that oil-producing states receive a fair share of revenues derived from their natural resources.

The launch will take place beginning at 10am at the KFT Event Center, NNPC Housing Complex Road, Ugboroke, in Uvwie Local Government Area, Delta State.

The biography will be reviewed by Ambassador (Dr) Godknows B. Igali and Dr Alfred Mulade, former Registrar of the Nigeria Maritime University, Okerenkoko.
